The transfer window shuts on Tuesday and, with City spending £52m on Kevin De Bruyne, £49m on Raheem Sterling and £32m on Nicolas Otamendi, Chelsea have been quiet by comparison.
Two weeks ago, their only completed deals were for a back-up goalkeeper (Asmir Begovic), a Brazilian kid (Nathan), and a flop from Manchester United via Monaco (Radamel Falcao).
Chelsea signed Pedro from Barcelona but the failure to sign primary targets John Stones and Paul Pogba is disappointing for the champions.
They tried, but look like they have to make do without. Chelsea's offers of £20m, £26m, £30m and £38m for Stones were rejected by Everton, and Juventus remain resilient over midfielder Pogba.

Manchester United know the feeling. As if losing to Swansea City was not bad enough, Nani scored twice for Fenerbahce and Angel di Maria provided an assist on his Paris Saint-Germain debut.
It is a classic case of Sod's law, and Chelsea's outcasts have likewise found form elsewhere.
They allowed De Bruyne to join Wolfsburg for £18m in January 2014. A year and a half later, the attacker will try to help Manchester City steal the title from Chelsea after signing for £52m.
Oriol Romeu has been outstanding for Southampton this season and the defensive midfielder dominated in their 3-0 win over Norwich City after signing for £5m.
Mourinho appeared to question his squad's hunger on Saturday evening and suggested they are resting on their laurels after last season. A lack of appetite could become a problem.

Mourinho, arguably the greatest defensive coach in football, knows he must fix his back four.
Against Crystal Palace, they crumbled. John Terry was suspended, and Kurt Zouma and Gary Cahill were left exposed by the vacant space ahead of them.
Mourinho admitted during Friday's press conference that he had been focusing on defensive work all week, and even strikers were not exempt from the sessions. It did little good on Saturday.
